In order to encourage social forces to participate extensively in the revision of ecological environment monitoring standards, strengthen the technical reserve of ecological environment monitoring standards, and accelerate the improvement of the ecological environment monitoring standards system, the Ministry of Ecological Environment has recently issued a circular to solicit public proposals for the revision of ecological environment monitoring standards.
Proposals for the revision of the ecological environment monitoring standards collected include methods and technologies for monitoring environmental quality, pollutant source emissions and ecological conditions, covering water, wastewater, ambient air, fixed sources, soil, sediment, solid waste, noise, biological, ecological and other elements, including emergency, remote sensing, quality control, and so on. Requirements for solicitation are that the technical content of the proposed revision of standards should be mature research results and applied in practice; the technical content of the proposed revision of standards should have universal applicability and versatility; the technology involved should be general technology in principle, and the products involved should be commercialized and have more than two suppliers; and the standard manufacturing and repair should be carried out. The formulation of the proposal shall not stipulate the adoption of the technology, products and services of a particular enterprise, nor shall the trademark name of a particular enterprise appear; nor shall the formulation and revision of the standard adopt patented technologies and reagents that are not publicly available during the period of protection.
Enterprises and institutions at all levels, such as various kinds of ecological environment monitoring institutions, scientific research institutes, universities and so on, may, on the basis of their own research results and in accordance with the actual needs of ecological environment monitoring, put forward suggestions for revision of standards. After screening and evaluation, the content conforms to the requirement of ecological environment monitoring, the style and format, and the standard proposals which are in harmony with the existing standard system, and can be included in the scope of "Green Channel".
